Can the winch handle be moved from the left side of the winch over to the right side? I have to jackknife my trailer to get it into the garage and this handle comes dangerously close to taking out my truck's driver's side taillight each time.

Not at mine right now but I think so. You would have to remove the wheel, handle, and gear stop switch spindles, which may be held in by cir clips. Flip everything over and reinstall. The Shoreland’r winch cover may get in the way and may need to be modified.

Alternatively (in case you were not aware) just pop the handle off before backing into the garage. It is made to remove without tools by depressing the retainer on the handle near the attachment point. The two attachment points change up the gear ratio.

Totally NOT to be smart Alec, but I noticed when I fold the jack/winch with the handle towards the boat (w/jack wheel forward) - the handle does not come as close to the bumper. If that makes sense...
I have learned to do that after removing a handle or two from a different trailer in the past, lol.

So I tried to flip the entire cranking mechanism upside down in order to move the handle to the SB side of the trailer, but the dumb trailer lacks 1 hole that would allow the spring clip to mount properly. So, my solution is as pictured: I removed the crank lever’s retainer bolt; drilled a 1/8” hole in the crank’s mounting bolt; used a hitch’s retainer clip to hold the crank handle on the bolt now. So, I now have a quick release crank handle!

Problem solved! I will no longer be in danger of breaking my taillight or denting my tailgate when backing the trailer 90 degrees to the truck.
