Cavitation with Marine Power X Stream pump

I have a 19’ 2004 Duckworth with a Marine Power X Stream jet pump. I just bought the boat and the owner said his boat mechanic just installed a new impeller as he could not get on plane with the last one. I looked at the last impeller and it looks perfectly fine.

I took the boat out on a lake and it will accelerate fine right up to the boat of planing out. The motor is fine and is producing high rpm’s. The pump is not producing enough propulsion to get in plane.

It seems to me there is a large amount of thrust coming out of the pump but not enough to plane out (the motor is a 5.7 liter).

I took the boat to a marine mechanic, he pulled the pump apart and said everything looks good to him (the tolerance is tight and there are no obstructions). He also said the reverse gate is tight in forward and he does not believe it is falling down during acceleration. He doesn’t know why it will mot work properly.

The new impeller is stamped with “AB” and there is 1 shim. There is a small lip between the west ring and the intake but that is all I can see and appears to have been there from the factory (photo attached). There was also a sliver of aluminum (in photo) that was in the impeller when it was removed (could something so small cause the issue?)

What else could be causing the cavitation/weak propulsion as the original owner was having issues as well.

Is something isn't sealed properly before the impeller it will suck air, like a clean out port or any gaps where it can take in air
