This is a bummer...
Untied from my buddies boat and the cleat fell off in my hand. Anyone know if the screws are accessible? I was thinking the only possible way would be to unscrew the white piece inside the hatch, unfortunately no time to mess with it tonight.

You will access through the clean-out hatch and may have to remove the tray to get enough access to it (and to reach the nuts that clearly fell off inside). That is a bummer but simple (not easy) to fix. Several have had issues with cleat hardware coming loose.
 
Ah, ok. Thanks for the reply. Through my travels on here I haven't seen anyone mention their cleats coming off. Thankfully it came off when I was near the boat and not when I was docked somewhere and not near it.
 
That's a bummer, but I've read about it happening a few times. Make sure to put lock tite on it when you put it back together. It probably wouldn't hurt to tighten them all down while you've got the tools handy.
 
I used nylock nuts and put a dab of caulk on the studs. Pain in the butt to get to some of them. After loosing several nuts, bought enough to do the whole boat. This was on my 05 SX230.
