I have a feeling that your drain line from that drain to the outside is cut or misaligned. It should drain directly out and not into the bilge.

It does drain directly out. The first vid shows me plugging the drain with my finger then when I pan down to drain plug you will see the water drain from the right. The water coming through the hull plug is all the wter going through the access hatch and the sealed clean out platform. I gaffed taped all around the seam and the hatch it self.

I agree there is a pipe that drains that wet tray out the boat and not into the bilge area. I actually hate this pipe as when I stop the boat water goes backwards up into the cleanout tray.

I had to silicone seal that screwed in access hatch. Yamaha seals it very poorly from the factory.

Ahhh! I missed that...I thought you plugged the drain. The tray should be silicone sealed onto the manhole tubes. If someone removes the tray and doesn't reseal it, a leak will happen. But that duct tape is a way easier fix!

I think the tray leaking around the edges and the drain hole both end up in the same area but the hose just stops it from get salt water on the mufflers and everything else on top.

2008 drains out of the boat directly..
 
The larger rectangular hatch is so much better than the screw in ones in terms of providing access, but I can see how it would leak more. My bilge pumps out all but about 1-2 gallons....so not a big deal. Taping it will sure help....just makes it more of a pain if you need to look in there...which I did recently....while checking my through hulls for leaks.
