1.8L dropping RPM at no wake speed

On 2 recent occasions my starboard engine has had an issue where the RPMs drop a few hundred compared to the port. Both times it was in no wake mode at 2500 RPM. The first time I thought maybe some weeds got wrapped around the shaft. I gave it some extra gas and it seemed to go back to normal. The second time I was in an area with sandy bottom and I could hear an whirling sound. I also gave it some gas quickly a few times and it returned to normal. I checked the shaft and did not feel anything wrapped around it. I also ran it at WOT and did not see any change in RPM from previous WOT runs. Has anyone else had this happen?
 
Could be the throttle cords? Not sure the right terminology.
