2014 ALWELD 18/60 with Mercury 200hp outboard JET cavatates in reverse.

Ive checked the linkage, the reverse bucket for proper "locked in Rev", and the motor is approx putting 3000ish rpm when in reverse.(Thats as much as I'm allowed due to a stop in the throttle cable/ controller/shifter unit The boat will just about sit still. Now in FRWD its fine 5200 rpm and approx 48-56 mph plained out. Is there a govenor solenoid or something to prevent better rpm's, or could the carb linkage be out of sync ???? New to this kind of problem, need a solution.
 
Have you inspected the bucket to be sure it is moving to the full reverse position when in reverse. if you are pushing 3000rpm and no movement, it seams likely that the bucket is not locked fully down, and directing thrust back under the boat.
