I'm thinking about purchasing these fenders to keep mounted to the cleats on the finger pier semi- permanently:

I've never used this type but I would think these would be less likely to mark up the boat (especially in black like my hull) than the conventional fenders due to having more movement. Does anyone have any input? I want to keep fenders mounted on the dock that way I don't have to worry about putting up/ down fenders every time I go out.

Just make sure they are secure. My fenders that I left on my boat had a tendency to disappear.
 
I have that fender that I use to mark the anchor when I disconnect from it and want to hold my place. I also have used it to raft up with other boats. It doesn't appear to mar the finish, but they are pretty big. I think for permanent dock bumper protection, I would look at dock edging or padding. It will let you slide into it, and it will protect your finish. The round buoy style fenders will take up so much clearance room I would think, although maybe not a big deal on a finger pier. If I were on a finger, the whips would be of interest to me too. All of it is subjective however, depending on room and how you dock. I think mine is the 14.5" that you referenced.
 
Thanks for all the ideas. My marina doesn't allow anything at all attached to their docks. So I have to buy something that will attach to the cleats.

I ordered the 14.5" fenders. Since they're floating docks the cubes they float on are slightly recessed behind the top of the piers. I'm hoping the clearance will be perfect, but even if they're a little on the wide side it shouldn't be an issue. The marina gave me a discount to take a shallow water pier. She guaranteed me nobody would be next to me in the same slip since they can't sell these due to it getting as shallow as 1.5' at dead low tide. So even if I stick out a little far it shouldn't be a problem.
