Flotilla commander business card on my truck

i just returned to my boat ramp and found this business card on my truck.
First of all, I can't read it. Second, does anyone have any idea what this is?

Free boat safety course , I got stopped 3 weeks ago by the auxiliary ! They were promoting there not free course by me and did a safety check if I agreed and u get a safety sticker if u pass ... Keep in mind it's the the auxiliary .... Lol

Whenever I see them at the ramp, I usually ask them to do the safety inspection and give me the sticker.

When the the other police agencies see that you have the inspection sticker, they usually don't bother you out on the water. I don't mind getting inspected while out on the water, but rather not waste boating time getting inspected.

I always pass on the inspection offer solely because the men that show up at my ramp are in their 80's and move really slooooow. God bless them but we and the people behind us want to get out on the water.
