Help please 1995 Merc Sport Jet 120

1995 Sierra Viper Mercury 120 Sport Jet. Bought from a guy, guy says loses power and rpm at WOT. I replaced fuel lines and added inline filter, rebuilt fuel pump. Took it out over the weekend. Put it on the water and it wouldn't rev high. Unplugged the rev limiter and it would rev high for a few seconds then lose power and rpm. My brother pulled the bowls on the carbs, said carbs looked fine, had to replace a cracked hose that went to fuel/water separator valve? Right next to carb. About two hours later in the evening got back in the water and the boat ran fantastic for almost an hour, then started the revving issue again. Got a bid of it shooting out of the hole then the revving issue starts. The boat will not start with the rev limiter plugged in, with it unplugged the ignition and kill switch don't work. Have to ground the black/yellow wire to the block to get it to shut off. I pulled ride plate today and inspected the wear ring. Gasket looked ok but has a bunch of black rtv junk on it. Wear ring looks ok. Any ideas as to what might be going on? Pic of wear ring and video of the revving issue are attached.
