Help with Reverse gate adjustment

Hey guys. My reverse gate cable snapped a few weeks ago. I ordered the new cable and now have it installed and everything back together. Since the cable snapped off at the threads, I wasn't able to judge the adjustment when installing the new cable. My questions are:

1. Is the bracket on the reverse gate that the cable connects to supposed to swivel, or be tightened down so that it is stationary?

2. How far up should the gate be when in neutral?

I have a 2019 AR 195, but my bracket does swivel. I think it has to enable to allow for proper movement. The bucket should clear the actual nozzle. This way, no water will hit it and interfere.
 
In "neutral" on my older 2010 model the gate attempts to block "a portion of the thrust" and have a balance between forward and backwards.

For the measurement #2 according to the 2010 AR 240 service manual the reverse gate opening gap in neutral should be open 30mm +/- 2mm (or 1.18" +/- 0.05"). You may want to ask if someone has the 2013 AR19 service manual to see if its the same gap.

The manual indicates you should check the ball joints on the steering cable end so the joint has at least 8mm (0.31) of thread engagement on the shift cable (measure from the nut bottom to the "end of the cable"). The ball joint nut is then tightened to 2.8Nm or 2.1ft-lbs.
