Little bit of water...is this normal?

A little bilge water isn’t a big thing. If you are wet slipping, consider a float switch operated bilge pump. I put one in below those water boxes and hard wired the float switch to my house battery. It just works. No water from the drain plug when I pull the boat out of the water.

For the seal around the cleanout plug plate, I scraped all of the silicone off, bought some silicone weatherstripping (the thinnest size) and put that round the edge, then screwed the plate back down. Works well and you don't have to redo it every time you pull that plate off...
