We bought our first jet boat a few weeks ago and are learning things the hard way. For some reason, we have no thrust and can only go about 15mph. The clean out plugs are in properly. We have taken them out and can’t find any debris. Water is circulating through the engines so they are not overheating. I am baffled? Any ideas?
 
What is the RPM at which you can reach max speed?

have you inspected from below? Have you considered pulling the pump out to do a complete visual inspection? Maybe a rope or trash stuck in the intake.

Port tachometer is not working at all. Starboard is maxing out at 8000rpm
 
Check for debris between the impeller and the wear ring, the smallest stick wedged in there can cause this.
 
Yes both engines are running and I have checked for debris. I also tried the tip of reversing and then killing the engine to try to flush the jet pump but still can’t seem to dislodge or find anything
 
If you're able to get the boat out of the water, you may need to take a closer look at the impellers, as @ripler mentioned, it doesn't take much to initiate those symptoms. Reversing is typically for lighter debris such as weeds/ bags etc. Grab a flashlight and look at the impeller blades in the housing through the rear of the jet also from the intake underneath, you'd be surprised!

Just happened to me this weekend, tiny piece of bark/mulch/wood wedged between the impeller blade and pump wall, reached in and pulled it out, was about inch and a half by 1/4 in piece of wood.
