Racks for tower help

Looking for some help picking out racks for tower. I have an SX190 with an aftermarket tower. I ordered a cheap one on Amazon and it just slid around. I'd like to carry a ZUP board and possibly a wakeboard. Any ideas what the holes are for? Looks like they could be a mount but I can't find anything that looks like it fits. I don't know the brand of tower unfortunately.
