Reverse bucket unresponsive

One of my two engines has a completely unresponsive reverse bucket. Moves freely when engine is off. The one working properly does not move freely. Where should I start troubleshooting first?

That's odd, they are typically connected. Is it possible the connecting rod is missing? I think that's where you need to start.

I'm with Dean sounds like the rod holder popped off the ball...........

Maybe check that switch under the helm that you guys have on the newer boats. Manual - electric. Just a thought.
