Sea Ray Sport Jet 90 carb issues

I have a Sport Jet 90 powered Sea Ray. When I pull the plastic intake off, I can start and run the boat. As soon as I bolt the plastic intake on, one or all of the carbs start dumping fuel to the point it fills the intake and floods out the engine. Unbolt intake, fuel pours out. Then I can get it dried out, get it started again after a few hours, and its fine.

Not sure where to start, I checked/set float levels. carbs are CLEAN inside. not sure where to go from here, maybe replace float needles? Carbs leaked before adjusting float levels, after some adjustment and whatnot, the leaking stopped.

Problem is, I cant tell which carb is leaking, as it only does it after the intake is securely bolted on.
 
I am having a similar problem with mine. Did you ever figure out the issue?
