Stainless steel flange question which abutts the carbon ring - Sea-Doo

I have watched numerous videos regarding replacement. The carbon ring is held in place by the boot sleeve and clamp. What keeps that stainless flange in place on the shaftf so it spins with the shaft? I do not see any splines or key slot on the shaft, just o rings and the groove for the c clip. Thanks, Jay
 
There's no key, just the o rings inside the stainless flange, and the C clip on the grove it sits against, preventing the flange from sliding back. All that friction is enough to keep the "flange" from spinning on the shaft.
