Steering cable question

I was outside today looking at my cobra fins today and noticed the boot up where the cable enters the boat was half way down the shaft. Just wondering if this needs addressing? Steering is very easy from the helm. The cable in question is going to the port jet if that makes a difference. Going to add pics of both for comparison.

Just try to push it back into place. It should be sealed on the inside.
