I tried to read through the posts on tongue weight and folks moving axles and posts. Maybe its already been discussed but wouldn't a WD hitch reduce the tongue weight?

Doesn't reduce it, just redistributes it. That force (weight) still exists, a WD simply introduces some opposing forces to spread the load to other components.

Biggest issue with a WD hitch on a boat trailer is the use of surge brakes.

Surge brakes are, IMO, not great. Sure they work. Sure there are tons of people using them. Still doesn't make them a great design. If/when the time comes for me to upgrade to a larger boat/trailer I'll be ditching the surge brakes and moving to an electric setup, then using a WDH as well. Probably not 100% necessary at the 24ft Jetboat sizing, however it's easy and cheap insurance.
