Yamaha 2024 255XE cover in a wet slip... How?

Newbie here. I just got the boat into the wet slip, and I've noticed that getting the factory morning cover on the boat in the slip is a bit of a challenge. The back ties loop under the boat in the stern to the back loop to make the cover tight, and the buckles are hard/impossible to tighten from the boat, in the slip. Is there something I am missing about doing this at the dock?

My gut is that the cover is not meant for a wet slip deployment. Is there an alternative?
