Bad Battery Charger?

Left the battery master switch on for a few days, go to hook up the battery charger today and it shows “charging” for a few minutes then “fully charged” but batteries are still low—motors won’t turn over, blower sounds weak. Bad batteries or bad battery charger? This happens when the charger is hooked up to either battery.
 
What kind of charger is it? Dual bank style?
 
Do you have one battery or two? If two are the both of the same size and type?
 
I guess it fixed itself last night. This morning I came out and it had charged one of the batteries. Hopefully the other is charged by the time I get home from work. Thanks anyway!
