1995 Sea Rayder - Mercury Sport Jet 90 - High Idle

I have an inherited 1995 Sea Rayder that has the Mercury Sport Jet 90 in it. It starts right up but the idle speed is excessively high. I have checked and cleaned the carbs, checked the vacuum fuel pump for any tears in diaphragm and made sure the linkage, and throttle assemblies aren't jamming (Although I could be missing something in that department). What are some things to troubleshoot and check? I am new to jet drives and inboard boat engines. I will attach pictures to the thread tomorrow.
