2009 212X speedometer not working

I have a 2009 212X with the speedometer paddle. The speedometer gauge worked the first two times out but then stopped working at all. The needle never moves off zero.I coated the paddle with silicon and verified it spins freely. My guess at this point is electrical? I have the service manual but it wasn't much help for isolating the speedometer wiring, or I'm just reading it wrong.

Any tips? Also, can this thing be tested out of the water? If I turn the key to ON but not start the engine and spin the paddle, should I get a reading?

When I had my 09 mine also didn't work. So I replaced it with a GPS speedo. Problem solved.

This is definitely all about not having a broken gauge in my face. I see several GPS models on Amazon but if I can figure out how to get the one I have working that's gas money for a day on the lake!
