2019 242LSE USB Ports

On my 2019 242 there is a USB connection midship on the port side as well as on the console. The connection on the port side has an LED around it which is lit up but the connection does not work for charging my phone 0 amps draw. The connection on the console charges but I measured the draw to just 1/4 amp. Has anyone else either had an issue like this or remedied it? I searched the forum and didn't find anything regarding 242 USB.
