Looks like a gasket or some sort of silicone coming from inside the exhaust. Do I need to take apart a reseal or change a gasket?

Excess silicone that squeezed out during manufacturing. Very common to all the older Yamaha's for it to work loose. You have no issues with that.
 
Silicone ring It's on the outside. How did it get inside? Did you just purchase this boat?

Ive had it a year and pretty much ran thru that whole list but It seems to be what buckbuck says just some silicone that finally worked it’s way loose, didn’t know if anyone else noticed something like this before.Will check to make sure it’s water tight next time I get it in the water.
