The morning cover (black one), can be on and bring the tower down. But the mooring cover cannot be completely connected together. It (on mine atleast) sits snug around the bottom of the tower, which would make moving the tower up and down freely somewhat tricky. The tower would catch the fabric and would sit underneath the tower on the base plate as you put it back up.
If you leave the back unsecured it does well in being able to move the tower freely.
