Bimini strap eye pad/eyelet repair

I have a 2007 SX 210. The eye pad/eyelet that holds the bimini strap on the starboard side of the boat wore through and I need to replace it. I have the replacement eye pad/eyelet- what is the trick to replacing it. I can not get the small bolts to come completely out.
 
I have the replacement eye straps but I am wondering how to get to the nuts under the fiberglass?
 
On the starboard side you can get at it from under the helm locker. Tight fit, but I got in there to remove/tighten the tower base bolts, just aft of the eye. The port side is closed off with a carpet covered piece of plywood. On the 08 you might be able to reach it if you have speakers in the bow, by removing. I don't remember if speakers came in 08 or 09 boats. My 07 has none. If your arms are long enough you may be able to reach up from the opening when you pull up the cushion.
