Baised on the 2800lb/pair of the mini, the 19' boat should fall under their spec and they probably under rate them to avoid failure lawsuits, but with the boat fully fueled and full of gear, you are probably getting very close to that advertised limit. I would definitely opt for the G2 for the extra feeling of safety in an accident situation. If the bow stop failed, those transom straps will be the last thing preventing the boat from ending up in your back seat. Ratchet straps for the transom are absolutely the way to go though.
Those rear straps won't do anything in a collision. Depending on boat and trailer setup, the are usually around 90deg to the line of force. Rear straps are there to hold the trailer to the boat when bouncing down the road.
I can't answer as to capacity, but if you think about which item is heavier. The boat outweighs the trailer by a good margin. So if the strap will hold the trailer up when you hit a pothole and the boat attempts to bounce off the trailer, then you're in good shape.
