Can the ECM's be swapped port for starboard in the Scarabs with twins?

Starboard engine seems to have some crazy things happening - cylinder 2 misfire. Did some things a cleared that, but now cylinder 1 misfires - which had NO problems while I was chasing cylinder 2 - its like the problem shuffled down the line. The Port engine has been flag free and purring like a kitten. I was thinking of swapping Port and Starboard ECM's to see if the problem followed the ECM.
But are the ECM's matched to the engine when installed? i.e. does eprom get written such that they know they are port or starboard engine?

Also - When I initially turn the key to either engine, it sounds like the Starboard ECM gives off a high pitched whine for like 10 seconds or so. At least I think it's coming from the starboard ECM. System powering up - clusters booting up and zeroing out, etc - is this the high pitched whine? Power up restart of the electrical system? Or could it be a sign the Starboard ECM is getting squirrely?
