What does either end look like. It looks similar to the hole cutters we use on sunbrella and vinyl. The ones we use connect to a drill.
That may be a punch as Luc said.

Wow four minutes, not long at all.
It’s a punch that jet boat pilot sent me with my first order of swim deck cushions for my 2006 Sx 230. I used it to put holes / mounting points in the hydro deck. Once the hole was made I put a snap in it to hold the cushion down. Here is a better pic. IMG_5087.png
