Yes, there is a mechanism that doesn't let you move the drive position (Rev/Forward) unless the 2 throttles are at the min position. You can take the throttle part out and give it some lubrication as a start

Hey buddy ty reply think I got it now but manual shows how I had it one on each side of mounting plate u can see in pic attached that it hits housing wasn’t letting it go all the way foward I put them both one same side np
