Following I'd say most certainly. Orbiting probably not since it's basically flying sideways the entire time.

I want to put the drone in front of the boat (flying backwards) recording the surfer. I think that will work fine - tubing not so sure due to the inward) increased speed.

I've only ever had the Mini 2 prior and it's quite a bit better than that - especially with the Plus Size battery. That said, I also had a "stop the boat right now - I'm landing the drone" moment as I brought it in with about 10% left... My fault though - not DJIs.

I get about 30 minutes with the regular battery on the mini 3 pro
