CTSY/DOCK light

I have a 2018 Scarab 215. the CTSY/DOCK light has three positions (off in the middle).
I am trying to figure out what is supposed to be different between the Up - ON position and the Down - ON position?

There looks to be a light at the left front of the boat, but it does not light up not sure if that is supposed to be controlled by this switch.

Any help appreciated.
