They stay in the boat along with the drain and butt plugs.

Do I blow out fogging oil before changing plugs in spring?

You will want to run it once on the old plugs to burn the fogging oil then change the plugs. But its not detrimental to do that that. You could change out the plugs and just get on the water and the fogging oil will still burn out. Many members just like to burn it out before they put in new plugs. Happy boating.
