Found part. What is it?

I was thinking a pee hole fitting, but then realized that it's not open all the way through
 
In all honesty, there are smaller version of something that looks like that made from rubber used to plug a hose like a break line or fuel line.

Maybe a larger version?

Silicone tube nozzle they never cut open?
 
My first guess was like a protective bumper over a nut and bolt, to keep the bolt from cutting or wearing into something.
 
this is a wild guess but I looked at my engines tonight before I put the cover on,
in the very front, lower portion of the engine, hard to see under the cooling pipe, there are two wires that feed into the case that I believe go to the stator,
I know your piece isn't hollow but could it be that there is a small cut in the end of it for wires to go through,
It looks like the right diameter,

maybe this is it on the schematic, where 7/8 feed through, my 07 manual doesn't show the through fitting either,

I have no idea what this would be doing in your boat. But if it's what I think, it's the receiver for a seat pin lock similar to what I have holding the seat on my Polaris Ranger. If so, here's an example of the pin that would fit into it. I bet the glue at the top held a sort of rubber grommet inside to grab the pin when inserted.image.jpeg
