The marine patrol in sag harbor had something like that on one of their boats. I watched them try it out on a very steep area and it failed but it could have some good use in saving people in cold water, get them on the boat call the ambulance to one of the roads that has a shallow pitch drive them to the ambulance.

I haven't seen this thing in person, but that burger joint in the background "Culver's" is about 5 miles from my house.
