Mounting plates behind the helm

Anybody have any idea what the material is that’s used behind the helm on Yamaha’s 242ls e series that is bonded to the fiberglass substrate? I’m wanting to find the same material to mount a power distribution block without drilling into the fiberglass helm.

I was thinking Starboard but hdpe can’t be bonded with adhesives. The black material looks like hdpe but not sure it’s exact makeup or what they used to adhere it to the fiberglass
