Neoprene for sure. They fit better, and don't ride up when In water like nylon. Nylon will save your life, but neoprene will make for feel better about it

If you plan to wear them, Neoprene is best. If they are intended to be used to show the Coast Guard you have the required number of vests on board, I have purchased Nylon orange vests 4x$25 at Academy in season. No use to waste good money on something that will be worn rarely if ever.
