Following. This never made sense to me. I dropped a black trash can there that seemed to fit well, and knotted the elastic to make it tight.

I got the loops over the hooks the way it looks like they are supposed to be and used black zip ties to hold them in place. Once the beach bag goes in there, it holds fine. Definitely floppy when empty, but at least it doesn’t keep falling down now.
