So the wife took the boat out and claims it will not start, the battery is good all connections are good but when you shift to the neutral position it moves the hood to the reverse position
 
When you say the bucket moves to the reverse position do you have a pic of the position? The neutral position is pretty close to the reverse position about a 2 inch difference. I would first check the engine shut off lanyard and reset it, then try a restart if that doesn't work the check the deck hatch to insure that the cut off switch is being pressed down.
 
So she sucked up rocks i guess and locked up the impeller freed up the rocks but now it moves at idle but revs out under load
 
Are there any shear pins or is this catastrophic
 
I don’t think it’s catastrophic. I think there’s still something binding up the buckets. Maybe something around the impellers.
