I recently purchased a 2017 Scarab 195 HO Impulse. the boat has been well maintained and I'm just getting to 100 hours on the single 250 HP Rotax motor. The steering when out of the water move with ease. once in the water and under power the boat is very difficult to steer. it feels like I'm trying to make a 3-point turn with a 1950 mac truck with no power steering.

what would be causing this?
 
Common issue, you need a new steering cable.

Blow lithium grease up the new cable with an air compressor and you will never have to swap it again.

No treatment to the steering cable and it can get hard in only one season

Just to be safe since you are experiencing a different steering in/out of water, disconnect the steering nozzle to be sure its the cable and no other hardware is causing the issue
 
I had the same issue with my steering cable. Since it’s under the water by design, you will need to slip the boot back and lube/work the cable from the pump. Although there is a boot (atleast on Yamahas) water still gets behind there and sits, causing rust/ corrosion and eventually seizing up. The factory cable (from my understanding) has a steel core and the replacement has a composite core preventing rust. Hope this helps.
