Reverse bucket steel bushing question

Or anyone- My buckets are stiff to move. Taking apart, cleaning and greasing. Get to the steel bushings that are in the holes on the bucket that the bolts go through to attach to boat. Starboard side metal bushings came out. Port side they are stuck in the housing on the bucket.

Are these steel bushings supposed to move within the housing or is it ok that the port ones are tight. I don’t want to force them out if they are ok as is.

Hopefully in the pic you can see where one is out and other is in.

Those Metal bushing should be free to move.
You need to remove them, remove the plastic bushing as well, clean the corrosion build up that you will find between the plastic bushing and the Aluminum.
Once you can insert the plastic bushing easily, put grease between the Aluminum and the bushing as well as on the metal bushing.
The gates should be moving freely now.
