Could be Either the friction screw is too tight or the throttle cable is going bad, which will likely seize completely.

Thank you, I forgot to mention it only has 28 hours. Where is this friction screw?

I'm not 100% certain on your particular boat but normally there is a little cover near the bottom of the throttles could be on the front or back or side. pop it off and there should be some set screws you can loosen. You could also look on youtube and search something like "how to fix throttle drop on yamaha jet boat" it would just be turning the screw the opposite way to loosen it.

It's probably your shift cable(s) need to be replaced. If you use the "neutral" button to release the shift cable, does the throttle move freely? If so, your issue is the shift cable.
