When I turn my key the no-wake light illuminates briefly, so a circuit is complete, but the eng does not turn over. Also, when the key is turned on I hear a click as if a relay is trying to engage the starter but does not then another click as if the relay relaxes. Starter solenoid maybe?

Solenoid is a good place to start (pun intended!). Swap with other motor and see if it follows. I assume the other motor starts with no issues and rules out a weak battery.

Here is what happened with my starting problem. I checked connections at the starter, solenoid/relay, battery connections. All appeared to be good. I turned the key to get the clicking sound on then off. On about the 5th key turn the engine cranked, but would not turn off with the key. Solenoid was now stuck energized. I turned the battery switch off to kill. I was at that time thinking ignition switch. I stuck with this sequence 3 times and the ignition switch work as designed. Lake tested with about 15 starts, all systems work as advertised. Chalking it up to a glitch in the solenoid at this time.
