Strange Glue running down side of boat after washing????

Everytime I wash the boat here lately I have this strange "glue" running down the side of the boat coming from the rub rail. Just wanted to know if anyone else has seen this one their boat? It is tuff as nails to get off and it has not fully came off of the graphics yet.
 
Hmmm, on the outside? The only glue running on my boat I have found was the lousy glue they used to affix the trim to the port side compartment by the helm and the same type of trim around the bottom edge of the table top.

Does it happen when it's hot or after it's been hot? It could be the same stuff. Maybe it was used to hold the rub rail in place until it was screwed or riveted on?

Take a picture if you have a chance.

I used Goof-Off to get rid of the glue. If it gets on clothing or towels it makes a mess.
 
I wonder if it's something added after the fact to seal the rub rail from water leaks. Where exactly on the boat is this happening? whip out that phone and snap a picture :)
 
Yep tried Goo off.....won't budge.

Will do tonight if it isn't raining and I get home before dark.
 
Nope.....third owner. But I have had 1-1/2 seasons and never had this until the last couple of times out.
