Any ideas on repairing garboard drain

Boat started leaking a small amount of water in at the end of the season last fall, so i pulled the boat from the marina and took it home, winterized it like normal. So now that its warm again i got everything else ready on the boat and except the leak, so i filled the bilge with a hose and saw it coming out around where the drain plug goes. Anyways i started fiddling with it and the whole thing came right off the back of the boat, and it looks like theres nothing the screws were actually attached too, no wood or anything behind it. Ill attach some pics, lmk what you guys think, maybe theres some kind of backing plate i can put in there to actually hold it down, and then seal it up with some 5200. Boat is a 1989 four winns

You need to check that transsom for rot. That era of boats have wooden transoms that will rot when water intrusion occurs, especially over a long period of time.

I know, I rebuilt a 79 searay with rotten transom and stringers and deck
