ACR troubleshooting

I'm not sure if my acr is operating properly. I have the two battery power wires and a ground connected. I expected to see an LED, but i see nothing. Continuity test between the batteries shows as theyre connected with the engines off.

Seems jmlikely that this unit woild be broken, but not out of the question. Any tips for troubleshooting it?
