Bow eye was loose, do I need to re-seal it?

My bow eye was a little loose so I tightened the bolts down real good. Do I need to re-apply the sealant? It looks like there’s a clear silicone applied by the factory in there?
 
I'd do 3M 4200 vs standard clear silicone. It still allows for disassembly should you ever need to replace the bow eye.
 
I would put some antiseize or loctite on those bolts. That will help them not come off again. Then the 4200.
