I'm not 100% sure, but pretty confident that it seals in the grease as he mentions in that thread. Also, I suspect this will cause aerated bubbles and therefore cavitation. I would replace it asap before running this again personally.

My boat is brand new less than two weeks old do you know if the warranty would cover this for parts and labor?

I would think not, this was a operator error not a manufacturing defect,

I'm not sure the purpose of that piece but if in fact it is to be a seal I wouldn't use the boat again until it was fixed, since it's probably not under warranty consider either doing it yourself (if this was a Yamaha it would be very doable) or having a jetski shop handle it, they will probably be faster and cheaper than the dealership (especially if you're able to pull the impeller/shaft yourself).

That boot is apparently super easy to replace. As @Scottintexas mentioned, I'd just do it myself. You've already removed the pump... once the pump is off, you have access to the boot. You just need to unscrew it (I believe it's clockwise FYI).

As mentioned, easy to replace. The threads are reversed; righty loosey, lefty tighty.
It will vibrate like crazy if you run with the boot messed up like that.
