No, I does appear to be a design feature. I did not notice this before, as it is pretty subtle, but yes - the bolt attachment "bulge" bulges further out to PORT, and less to STRBD. I was just looking at my boat pics, it's a little hard to see but - it's definitely there:
(my ballast intakes are specific to my boat; I may shoot some better pics over the weekend)
