Flags making too much noise?

So last year I added a 2' x 3' and a 12" x 18" flag.
I mounted them to one of the bimini pole legs.
My family was excited and thought it was cool.
But as soon as we got going over 20 MPH the noise from the flags flapping in the wind was unbearable (by everyone) and I had to take them off.
This sounds like a silly question but am I missing something or doing something wrong or maybe this is just what happens?
We have a small 12" flag that is mounted on a small pole and goes into the female light socket and we have no noise issue.

I know that the bimini straps that mount to the windshield make noise and the trick there is to add a couple twists to them and it stops.
